Proposed Public Space Protection Orders across 9 Westmorland and Furness areas

Overview

Public Space Protection Orders provides additional powers to Westmorland and Furness Council and Cumbria Police under the Anti-social Behaviour, Crime and Policing Act 2014 to take positive action and act as a deterrent to prevent nuisance behaviour in public spaces.

Before an Order can be introduced, the Council must follow a statutory consultation process giving people the opportunity to comment on the proposals.

Following evidence provided by landowners and residents, Westmorland and Furness Council are proposing introduce Public Space Protection Orders at 9 new locations across area.

From Tuesday 6 January 2026 until Monday 9 February 2026 people are invited to comment on the Council's proposals to introduce PSPOs at: 

  • Ambleside - Galava Roman Fort (owned by the National Trust)
  • Ambleside – Holme Crag (owned by the National Trust)
  • Hartsop - Brotherswater  (owned by National Trust)
  • Coniston - Brown Howe (owned by Lake District National Park)
  • Haweswater Reservoir (owned by Untied Utilities)
  • Ullswater – South Ullswater including Glencoyne and Aira Force (owned by National Trust)
  • Ullswater - South Ullswater including Ullswater Steamers land (owned by Lake District Estates and National Trust) and Jenkin Field in Glenridding (owned by Patterdale Parish Council)
  • Ullswater - Laybys and land adjacent lake (owned by Gowbarrow Hall)
  • Windermere – Bowness and Millerground including Cockshott Point (owned by National Trust).

If sufficient support is found, the Orders would be legally introduced to give designated officers the powers to fine people for causing anti-social behaviour and/or environmental damage linked to fly-camping, irresponsible alcohol use, unsafe fires or barbecues, and dog fouling, helping to discourage these actions in the future.

Why your views matter

There many Westmorland and Furness locations with a PSPO in place. All were developed in close consultation landowners, community groups and residents who voiced strong support for measures that could see people be fined up to £100 for causing anti-social behaviour linked to fly-camping, irresponsible alcohol use, unsafe fires or barbecues, and dog fouling.

If payment of the Fixed Penalty Notice is not made within the required timescales, prosecution for the offence of failing to comply with the PSPOs may be initiated resulting in summary conviction with fines of up to £1,000 being issued by Courts.
